ECB's Nowotny says that he welcomes measures to regulate cryptocurrencies

Some comments from Austrian central bank governor Ewald Nowotny in a statement

• Says that ICOs should be backed by prospectus requirements

Well, in case he forgot, Draghi did mention that it's not the ECB's job to regulate cryptocurrencies. But yeah, just some general comments by another central banker on cryptocurrencies - a little more welcoming but then he's speaking about regulation.
