Zanganeh has now called the plan 'laughable' and 'ridiculous' but he seems to be under the mistaken impression that they asked Iran to freeze production. I don't think Russia, Saudi Arabia or anyone else was expecting Iran to stop ramping up as they recover from sanctions.
In any case, the strong language and the overt sign of a fracture in OPEC is hurting oil.
