Yellen says Fed authority for negative rates still a question
"We always try to look at what options we would have available to us ... I'm not prepared to tell you if the Fed has the legal authority to impose negative rates.
"I'm not aware of anything that would prevent us from doing [negative rates]"
She should ask them if it's legal. They're supposed to be the experts.
