OK, those are the times in the recent past.

As a general guide (an imperfect one), the later the announcement comes, the more likely the bank is to be changing policy. (When it comes to the BOJ, 'changing policy' is a euphemism for MOAR EASING!!!)

So, there you go. 0230 to 0330 GMT, sorta around there.

But, what of the 2nd question in the post headline ... "What will they announce?"

I'm going to throw that open to ForexLive traders. (That's my euphemism for I have no idea what they'll announce, whadda you think???)

The arguments for more easing, deeper negative rates, more asset purchases etc. (for example) can be made. On the other side of the argument, recent yen strength has been a bit of a backfire for the negative rate policy (although the Nikkei has performed better, except the banking sector) ...

Perhaps the prospect of enhanced fiscal action from the government keeps the BOJ on hold today.
