Mexican government to cut spending by 132.3B pesos ($7.5B)

Governments are supposed to act counter-cyclically. Mexico is getting hit by capital flight and low oil prices so it's a good time to open up the purse strings.

The problem -- as it always is in this kind of situation -- is that governments don't always have unlimited funds. When they cut spending at the same time, it can turn a big problem into a crisis.

Saudi Arabia and other oil exporters are facing the same conundrum.
