Mersch talks ECB tools

Comments from Mersch didn't touch on the outlook for monetary policy.

"We have extended our instruments but we have certainly not extended our mandate," he said. "Our tools -- as has been stated by the ECB -- are part of our independence and we enjoy a rather broad amount of freedom to judge what tools we use."

The comments might be aimed at Tuesday's German constitutional court, which will rule in five separate cases aiming to stop the ECB from bond buys. With all the focus on the Brexit story, that's an underestimated risk this week.
