That's a bearish headline but I want to make sure I'm not missing something. Is he saying that OPEC isn't trying to manipulate prices and just wants to manage oversupply? I have to assume that's what he means and it's a bad translation.
The headlines just hit and oil is at a session high ta $54.81 so he hasn't spooked the market.
