Report on ECB is unclear on when the plan will be put into action

To me it reads more like a signal that the ECB plans to taper sometime between December and March so long as the economic situation doesn't deteriorate.

Others may read it as more of an exit plan; something that will be put into place at an indeterminate time, perhaps in the distant future.

Why I think that is because the ECB is already struggling with finding supply to purchase so tapering makes sense. Plus the wording of the story makes it sound like it's more imminent.

"Less than six months before the program's earliest end-date of March 2017, an informal consensus has built among policy makers in the past month that asset buying will have to be tapered, the officials said, asking not to be identified because their deliberations are confidential," BBG wrote.

What would be helpful here is if the journalists offered a bit more clarity.
